    I can help you, but i think you will find someone better.

    I can program in php, and i can use XHTML and CSS. Here is an example of what I'm able to do : http://serialskateur.free.fr/csp_design/ (only CSS / HTML)

    I don't think i would have any problem programming it, because the forum is already installed. But maybe you'll want to include new features, so i don't really know.

    Well maybe I can help.

    Programming:
    HTML
    CSS
    Php
    Pascal (Delphi)

    Database:
    MySQL

    Design:
    Photoshop

    I have mostly worked on making my own pages written from scratch to develop my skills. Well I have almost written a whole basis for a CMS. I am not an l33t programmer, but I know whats what, and I have worked with l33t programmers plus I know people who can help me if necessary. Today I haven't any examples online but I got some screens and I do still have the codes from my sites on my computer. If the goal is using phpBB as the backbone then I would go for it, but I cannot help program a CMS from scratch.

    The only pic I have is from my old Clansite with phpBB integrated, I also did the design:

    In school I have had programming as a subject and I got an A. We mostly worked with OOP trough Pascal in Delphi, databases and assembly.

    Btw I have a lot of spare time atm because I am getting full pay from my old job because it closed down

    aah good. i only can XHTML+CSS and basic of PHP+mysql...
    1.09 will be released before/around CS:GO's release date as there isn't all too much to finish off (contrary to Yuri's opinion) - Saul 6/7/2012
